Tonio Fenech,  Minister of Finance, Economy and Investment

Tonio Fenech started his political career in March 1997 within the Nationalist Party, when he successfully contested the Birkirkara Local Council Election, Malta’s largest locality. In October 1998 he was elected Mayor of Birkirkara, a post he retained to April 2003. He had to resign this post on being elected to Parliament through the Eight District. He was then appointed Observer to the European Parliament representing Government. In March 2004, Tonio Fenech was appointed Parliamentary Secretary in the Ministry of Finance by Prime Minister and Minister of Finance Dr. Lawrence Gonzi. During these four years, Tonio Fenech was responsible, amongst others, for the accession into the euro zone, the achievement of the Maastricht convergence criteria and also the successful termination of the contractual agreements and the finishing of the works at Mater Dei Hospital.

In March 2008, Tonio Fenech was appointed as Minister of Finance, the Economy and Investment.

Tonio Fenech also held a number of roles within the Nationalist Party. In April 1998 he was elected to Member of the Executive of the Nationalist Party College of Councillors. In April 1999 he was appointed Secretary General to the College of Councillors. He also held a number of political appointments including Member of the Housing Authority Board from October 1998 to April 2003, and member of the e-Malta Commission from April 2001 to April 2003.

Ian Gauci is a graduate from the University of Malta and his primary areas of practice embrace ICT, e commerce, media law, i-gaming, data protection and competition law. He has handled complex, multi-jurisdictional cases involving a broad array of agreements, including software and hardware, roaming, interconnection, Local Loop Unbundling and wholesale access agreements. He is a contributor to a number of trade publications and has co-authored the Maltese Electronic Communications Framework. Prior to joining the firm, Ian has held the position of regulatory and legal advisor for the Malta Communications Authority, and presently he is the legal and regulatory advisor of a prominent local mobile operator and the fixed incumbent who is a quad play operator and advises the operators on all issues dealing with regulators compliance, data protection, spectrum related issues, IPR and IT.  He s also the legal and regulatory advisor of the local provider of Digital audio Broadcasting Services and also assisted Government on issues dealing with E Commerce and E Trust certification.

 

 

 

 

 

 

Kevin Aquilina, Head of Department of Media, Communications and Technology Law at the Faculty of Laws of the University of Malta

Kevin Aquilina is Associate Professor and Head of Department of Media, Communications and Technology Law at the Faculty of Laws of the University of Malta. He holds a doctorate in philosophy from the London School of Economics and Political Science of the University of London and a doctorate in law from the University of Malta. He lectures on International Law, Environmental Law and Administrative Law. He has held the office of Chief Executive of the Maltese audiovisual broadcasting regulator – the Broadcasting Authority – and Chairman of the Planning Appeals Board. Dr. Aquilina has authored various books, written several reports for Maltese and foreign institutions and has published papers in edited books and articles in peer reviewed journals apart from various contributions to the print and broadcasting media. His books include Development Planning Legislation: The Maltese Experience (Malta: Mireva Publications, May, 1999, xciii + 616 pp); A List of Maltese Maritime Legislation Together with a Subject Index (Malta: June, 1992, i + 88 pp); a 6 volume compilation of Decisions of the Planning Appeals Board (Malta: Legal Publishing (Enterprises) Ltd., 1995 – 1998 consisting in 1208 p. in all). His papers have been published in peer reviewed journals such as the Mediterranean Journal of Human Rights, Melita Historica, the BOV Review, Law and Practice, Future Generations Journal and Id-Dritt Law Journal. Dr. Aquilina is a regular contributor to IRIS – Legal Observations of the European Audiovisual Observatory, of the Council of Europe.
